With a population of about 92,000 people, Westminster ranks as the 82nd most populous city in California. Westminster was founded in 1870 by a Presbyterian Minister. In the city's early days, farmers of the faith would not grow grapes because of the evils associated with alcohol. Still, one wonders what they thought of the Bible story of Jesus turning water into wine.
The reverend in question purchased 6,000 acres of the Stearns Rancho and deliberately founded a colony based his version of god's plan. People with like ideas in religion and morals were invited to come and work their own 40 acre farm in his new colony. By 1874, the colony had 225 inhabitants, 62 families, and 52 farms. It was an incredible 5 years. In the following twenty years, farming expanded, the lands were improved, swamps were drained and a greater diversity of crops was grown. By 1900, there was not enough cheap local labor available, so Chinese,Japanese and Mexicans were brought in.
The 1930's were a complete disaster. Both man and nature dealt serious blows to the community. There was a destructive earthquake, a flood, the depression, prohibition and drought. Prohibition might seem like a good idea to god fearing folk, but according to the bible, God gave man free will, to choose. Prohibition means no choice.
The conspiracy theory is - the real reason for Prohibition was to stop farmers from making their own fuel for their tractors, corn ethanol; and get every american on the tit of big oil. Same thing for non-psychedelic Hemp - it was banned to eliminate competition for oil and cotton products. Hemp oil and fiber were choice commodities of the previous century. Who were the main conspirators? Big Oil and friends.
In the 1970's, a large volume of Vietnamese refugees came to the city, creating a sector of town now called Little Saigon. Actually, with about 36,000 Vietnamese in residence, Saigon town is not so little!.

Turns out, selling pot in Santa Ana isn’t going to be easy.
Seven months after the city became the first Orange County municipality to hold a lottery to let small businesses sell medical marijuana, only two, South Coast Safe Access and OC3, are open. Reasons for the slow start are varied. Some landlords and neighboring businesses aren’t thrilled about the prospect of working with or near pot merchants.

Orange County lawyer Randall Longwith has been hired by about 75 eager medical marijuana growers and suppliers across California to find a way to legitimize medical marijuana in O.C. cities where it is currently illegal.
And he thinks he's found a way to do so: the voter initiative process.
Two years ago, the California State Supreme Court dealt a blow to the medical marijuana community when it upheld a city’s right to ban pot shops, even though state voters approved the 1996 Compassionate Use Act that made medical marijuana use legal in California.
