With a population of about 104,000 citizens, Temecula is the 66th most populous city in California.

The original lands around Temecula were inhabited by the Temecula Native tribe for many hundreds of years before the arrival of the white man. The word Temecula translates something like; "The place where the sun breaks through the mist".
The Spanish landed in the Temecula area in 1797, declaring all lands in sight to be the property of the King of Spain. They established a settlement and ranching operations complete with missionaries, military, vineyards, adobe architecture, cattle and horses. The Spanish property and lands were taken over by Mexico after their revolutionary war of 1823. Then twenty years later, after the Mexican American War, California and Temecula became property of the United States of America. As American settlers moved into the area after the war, conflict with the native tribes increased, with shenanigans and retribution from both sides.

Traffic from the St. Louis to San Francisco stagecoach sparked the early development of the town.
There were two game changing events in Temecula in 1882; the United States government established the Pechanga Indian Reservation and the Santa Fe Railroad came to town. In 1890, granite quarries were in operation producing building blocks, curb stones, posts and stone whatnot. During this period, Temecula became a central shipping point for cattle and grain.
In 1904. the Anglo Vail family bought the bulk of the lands (38,000) acres in Temecula and beyond. Over the next forty years, the family paved roads, built a dam, and other infrastructure that set the stage and format for the Temecula of today.
The economy throughout was dominated by the cattle business and agriculture. Again the town received a boost through the new transportation link to the big cities. In the 1980's, the I-15 linked LA to San Diego and Temecula was right there in the middle. It wasn't long until there was a boom in residential real estate sales and development.
It wasn't until 1989 that the citizens voted to officially name and incorporated their City as Temecula. Where there are booms, unfortunately, there are busts. The 2007 subprime mortgage crisis resulted in a massive number of home foreclosures throughout California - and the Temecula-Murrieta region was especially hit hard.

LR15-1619 Marijuana Cultivation Ordinance A staff initiated application to amend the Temecula Municipal Code, to add Chapter 8.52, Marijuana Cultivation, prohibiting all marijuana cultivation in the City.
On January 12, 2016, the City Council introduced ordinance No. 16-01
amending the Temecula Municipal Code by adding Chapter 8.52, Marijuana Cultivation, prohibiting all marijuana cultivation in the City with a limited exemption from the prohibition for qualified patients. The City Council requested further review of the provisions contained in Chapter 8.52, specifically Section 8.52.060 that would provide a limited exemption from the prohibition on cultivation for qualified patients.
PROPOSAL - A staff initiated application to amend the Temecula Municipal Code, to add Chapter 8.52, Marijuana Cultivation, prohibiting all marijuana cultivation in the City. This application also involves an amendment to Sections 17.06.030, 17.080.030 and 17.14.030 of the Zoning Code to prohibit the cultivation of marijuana in residential, commercial, office, industrial and open space zones in the City. The application also amends the definition of enforcement official contained in Section 1.21 of the Temecula Municipal Code. - 2016
