About Simi Valley
It's a great place to live. Simi Valley is named after an old Native Indian called Shimiyi. With a population of about 130,000 (2016), Simi Valley is the 47th largest city California. Simi is home to the Ronald Reagan presidential library and borders on the LA neighborhood Thousand Oaks. Simi Valley is extremely safe, and ranks as the 7th safest and 5th happiest city in the US. The median household income is more than $20,000 above the national average at $88,000.
The first inhabitants of Simi Valley were the Spanish. Rancho Simi, as it was called changed hands to the Americans after the Mexican-US War in and around 1850. The rancho was sold to a company run by Thomas A. Scott. There was hope that oil would be discovered but that turned out to be a pipe dream. This agricultural based community retained many of its original Spanish Inhabitants in combination with the new settlers from the east. Up until .forty years ago, farms, orchards, and groves dominated the valley landscape. The town was rebuilt a couple of times, once in 1926 and a second time in 1952, due a massive flood.
If you want to work in town, it's slim pickings. Most people in Simi commute outside the community to work. Health care and regional government accounts for almost all of the local jobs.

ORDINANCE - On Jan 26th there was a second hearing of Ordinance No. 1252 to prohibit cultivation, processing, distribution, and delivery - 2016 within the city with an exception to person cultivation. City Council voted NO, 6-1, because of the personal cultivation clause. They voted NO to this ban because they want to include personal cultivation in the ban.

BAN - Simi Valley City Council reverses course, will now ban personal cultivation of medical marijuana - 2016
The Simi Valley City Council has reversed course and now will join most other cities in Ventura County in banning personal cultivation of medical marijuana. The council introduced an ordinance Jan. 11 that called for allowing personal cultivation by qualified patients.
Under California Proposition 215, the Compassionate Use Act of 1996 that was approved by 56 percent of statewide voters, cities cannot prohibit residents from using medical marijuana if they have a serious health condition and a physician's recommendation.

On Dec. 9, the Simi Valley planning commission unanimously approved a municipal code amendment establishing local land-use standards that govern where, if anywhere, in the city medical marijuana can be cultivated.
At the meeting, senior planner Tom Preece said if Simi Valley doesn’t address marijuana cultivation in its land-use standards, the state will decide how local land is used, per the California Medical Marijuana Regulation and Safety Act.

BAN - Medical pot ban finalized Personal cultivation prohibited - 2016
Despite continuing opposition from medical marijuana advocates this week, the Simi Valley City Council finalized an ordinance Monday that bans both commercial and personal cultivation of the plant. The ordinance also prohibits the dispensing and delivery of medical marijuana within city limits.

AMENDMENT - Simi Valley Council hears emotional testimony for private cultivation of marijuana in City - 2015
The Simi Valley City Council considered the following issue:
A public hearing to consider amending Title 9 of the Simi Valley Municipal Code (Z-S-726) to include land use regulations to prohibit medical marijuana cultivation, processing, distribution, deliveries, collectives, and cooperatives within all zoning districts in the City.
Including without limitation prohibiting cultivation otherwise permitted for or by a qualified patient or their primary caregiver in accordance with California Health and Safety Code Section 11362.5, establish definitions for medical marijuana uses, a determination that the action is exempt from the California Environmental Quality Act, and introduction of an ordinance (Lyons) (CC).
