He said Yelp’s algorithm that features top reviews were not transparent enough, and the absence of advertising dollars was related to his restaurant’s diminishing rating. To combat the problem, or to say, go screw you, Cerretini got "even", offering a discount in exchange for giving Botto Bistro a one-star Yelp review, and customers complied en masse.
About RICHMOND
With a population of about 106,000 citizens, Richmond ranks as the 61st largest city in California.
The first human inhabitants are thought to be the Ohlone Indians, who lived and played in the area some five thousand years ago. Richmond, like most other Californian lands, was originally a Spanish Rancho with small farming operations with massive herds of cattle.
In or around 1848, the city was named after a significant local Anglo-American who insisted to State officials that the town be named after his hometown of Richmond Virginia. Do you wonder, if he was so in love with that Virginia town, why did he leave?
The railroad arrived in town in 1900, and with it the Postal Service. Soon after, in 1905, the city of Richmond was in a position financially to incorporate, which it did. Richmond went on to have an eventful history:
During the War, the city's population soared to about 120,000, making it one of the larger cities in California at that time. However, with the decline in military activity and shipbuilding, the city began a decades long decline. By 1960, the population dropped to about 70,000. Richmond bounced back. The 1970's and the age of the shopping mall, coupled with the housing boom of the 1980's brought energy and life to the local economy. Since then the town has grown at a modest clip.

Medical Marijuana Collective Application Process - UPDATE
The City of Richmond Police Department will host a pre-application meeting for Manufacturing Edible Infused-Marijuana Products (click here for the checklist). Meeting location is the Richmond City Council Chambers, 440 Civic Center Plaza, Richmond, CA, Thursday April 7, 2016 from 9am - 12pm.
Applications will be accepted starting Monday April 11 and the final day for submitted applications will be Friday May 20, 2016 at 4pm. Application packets will be available at the Richmond Police Department and Richmond City Hall Business License window.
Completed applications must be dropped off at the Richmond Police Department and applicants must pay the application completeness review fee of $2257.
PERMITTING - The medical marijuana collective permitting program will be administered by the Richmond Police Department. When the Police Department is prepared to accept and review applications for permits, it will publish an Invitation to Apply for Permits on the City’s website.

Police asked the car's driver and passenger to get out, and called two California Highway Patrol K-9 units to help search the car. When one canine signaled to his officer about the dashboard, officers noticed loose air vents and then found a hidden and unregistered .40 caliber Glock with an extended magazine and several packages of marijuana.
City of Richmond Approves Huge Expansion to Medical Cannabis Industry
The East Bay city became the latest jurisdiction to embrace state-level regulations by crafting local components that plug into the state’s multi-billion dollar industry, defying critics who said state-level regulations would damage medical marijuana.
Starting last Friday, Richmond will not cap permits for commercial cannabis gardens, as well as edibles kitchens. Richmond could collect a minimum of $1 million per year with a 5 percent sales tax on activity that would otherwise go untaxed.

Richmond has a $12 million budget deficit, and is now open for canna-business, with less red tape than nearby city Oakland, which also green-lit an industry expansion, but with onerous permitting rules.
