With a population of about of about 82,000, the city of Menifee is the 99th populous country in California.
When the Spanish first arrived in the 1700's, the area about Menifee was inhabited by the Pechanga Native peoples. About 100 years later, in 1848, after the Mexican American War, Californian lands, including those of old Menifee fell into Anglo-American hands.
The Spanish established massive ranches and small farming operations. Early Anglo settlers expanded on the original agricultural efforts. As the population grew in the LA basin, beef suddenly became a valuable commodity and bread winner for Menifee.
In 1880 gold was discovered in them thar hills by a miner named Luther Menifee. With the subsequent invasion of humanity seeking their fortune, the rag-tag settlement grew into a little town.
In the 1960's, a developer convinced thousands of age 60+ retirees to make Menifee their home. This increase in population base spawned commerce and the service industry. Substantial self-sustaining industry never really developed in town, so most of the residents need to work in and commute to nearby cities. While not the best of places to find a job, Menifee remains an attractive place to live, with the recent construction of affordable housing near parks and lakes, and superior amenities.
It wasn't until 2008 that the city of Menifee was incorporated.

Mayor Pro Tem August asked Mr. Melching why it is in the best interest of the City to take action on this item; if the Ordinance is approved, are there any disadvantages with the State legislation; and if approved how will the Ordinance be affected if voters approve recreational use of marijuana in the November statewide election?
Express Ban on Marijuana Cultivation and Processing Interim Community Development Director Robert Brady introduced the item. Mr. Brady presented the history and background of the Ordinance and reported on the Planning Commission’s action. Mr. Brady said that there was a correction made to the Ordinance under the definition section changing “plan” to “plant.”
Mayor Mann asked the City Attorney if Councilmember Sobek can participate in the discussion and vote on the item because she was on the Planning Commission when they made their recommendation. City Attorney Jeffrey Melching said yes she could.

Between the four locations, deputies eradicated approximately 650 marijuana plants at various stages of growth. These plants when fully grown and processed, would yield an estimated 1200-1800 lbs. of processed marijuana with an estimated street value well over $1million.
In addition to hundreds of marijuana plants, detectives also discovered the pair had improvised wiring that bypassed the city’s electrical meter. “This modification affords the grower the opportunity to use the tremendous amount of electrical power required to support a sophisticated internal growing process without paying the true cost of the used electricity,” Reid explained.

The Fontana Police Department Narcotics Unit served search warrants Wednesday in Menifee, Hemet, and Aguanga, and arrested six people suspected of being involved in marijuana cultivation, according to a news release from the Fontana Police Department
The search warrants were based on an ongoing investigation that stemmed from a large seizure of marijuana in Fontana in October, according to the news release. The Drug Enforcement Agency assisted with serving the search warrants, according to the news release.

Menifee 24/7 Council OKs Ordinance Against Mobile Marijuana Dispensaries
Going against the protests of several area residents, Menifee City Council members tonight voted 4-1 to approve an ordinance prohibiting the presence of mobile marijuana dispensaries and delivery of marijuana from a mobile dispensary within city limits.
Julie Biggs, city attorney, told council members that this amendment to the Menifee Municipal Code was crafted using a recent ordinance by the City of Riverside as a model. Riverside is one of several California cities that have not only banned marijuana dispensary storefronts, but also the delivery of marijuana to residents by vans, trucks or other vehicles.
