With a population of about 100,000, roughly on the nose (2016 est), Clovis is the 72nd largest city in California..
Located in Fresno County, the city began as a humble stop on the San Joaquin Railroad. Land developers always arrive to do their thing, working land deals, about any new or proposed railway station. In 1890-2, a group of Fresno businessmen brought the railway to town and in doing so, purchased the right-of-way from Clovis farmers as well as the surrounding territory. Sadly, this is formula of how to make big money. Insiders use insider information and have access to cash to take advantage of the situation. All the while, good honest work that forms the real backbone of the country strong my not necessarily be rewarded. While these entrepreneurs and their financiers are the catalyst in making it all happen, too many low life gamers scoop off more than their fair share of the cream. Later Clovis lands were sold to a Mr. Marcus Pollasky for the expansion of the townsite. In time, some small industry developed. In 1894, a lumber mill commenced operations to feed the rapidly growing California. The town of Clovis began to take shape and soon a post office and general store opened up. By 1896, Clovis was reported to have a whopping 500 citizens.
Clovis was incorporated as a city in February 1912. Sadly, the lumber mill burned down in 1914 and was never rebuilt. Clovis still has remnants of its rich wild-west heritage, reflected in the slogan "Clovis – A Way of Life". The Clovis Rodeo is still in operation after 100 years. The bronco-carnival features big hats with lots of cattle, farmer's market, and festival. Recently "Old Town Clovis" was given a facelift of sorts to bring back its old charm and feeling - in a new (shiny) kind of way.
Sadly, the main employers in the Clovis of today have nothing much to do with the Wild West. Jobs in core industries are slim pick'ins these days.

According to court documents, between March 1, 2015, and Aug. 4, 2015, co-defendant Humberto Ceballos-Rangel, 37, of Mexico, was found at a campsite in the Saginaw Creek area of the Sierra National Forest at a marijuana cultivation site where agents discovered nearly 6,000 marijuana plants and a loaded firearm.
Gomez-Rodriguez and two other co-defendants, Ramirez?Rojo and Anthony Isaac Santibanez, 20, of Woodlake, California, were encountered a short time later approaching the grow site in a vehicle used for delivering supplies to the cultivation area. A .22-caliber rifle was found in the vehicle, along with multiple rounds of ammunition.

Council member Clint Olivier voted in favor of the change. He says with marijuana legalization headed to voters in the 2016 election, any change could be short lived.

While California government’s encroachment on local authority is nothing new, cities typically have more than 60 days to respond to legislation. Author of AB 243, Assemblyman Jim Wood who’s bill it was that set the deadline by mistake, has since issued an urgent legislation that is expected to pass the legislature for Governor Brown to sign. However the bill does not replace the March 1 deadline with another. Nonetheless cities around the foothills are taking the matter seriously so as to not fall under any type of State control on the matter.
